Is there a way to make a multicolored, moving object a solid color in Premiere or After Effects?

God day/night! I'm new to Premeire Pro and After Effects. I've been watching some tutorials for a video I'm trying to make, but I can't find a way to make a multicolored, moving object a solid color. I know how to change a color, hue, and saturation of an object in Premiere Pro due to a tutorial, but it's not what I'm looking for. I'm trying to replicate Don Draper's look in Mad Men's intro. 

I'm aware that there was a whole team of people who worked on this and that they have access to more things than I do, but I still want to see if I'm able to achieve this look with a random stock picture of a person online. All help is appreciated, especialy if it involves Photoshop since I'm advanced in it!

... if I'm understanding what you are trying to do ...

 

Getting that look from an existing 'still' image is something you could do in Photoshop and then import to Premiere Pro.

But with an existing moving image somewhat trickier!

 

More a job for After Effects than Premiere Pro. In After Effects you would first mask out your subject manually frame by frame or use AE's very good 'Roto Brush' tool to create an animated mask that (mostly) automatically follows the movement of your object (person). Then you can 'fill' that mask with a solid colour. The learning curve for this is steep if you're not familar with After Effects but there's really no way I'd be trying to do something like this in Premiere Pro. It's masking tools are not really made for this sort of complex work.

 

Another possible option (in Premiere Pro) is to use footage that has people on a greenscreen background. That way you can use the ultra key plugin to key out the green, then use the 'tint' plugin to change the subject to a solid colour.

Of course with this you are limited by available footage.

    Thanks for your reply! I was able to figure it out with your advice! All I needed was the rotoscope too and the 'Change To Color' effect, set the effect for the hue, light, and saturation settings and put the first two things at 100% This might not be the best way to do it, but I consider it a victory since there isn't a tutorial for it and I was able to do it by myself! Thanks for everything!
