Jittery Video with export coming from Media Encoder

In Premiere Pro 2024 I'm exporting a video in 2K 30fps. The videos on the timeline are 60fps video slowed down 50%. When exporting this video in media encoder I'm seeing stuttery frames frames in my final export. The stutter is similar to buffering where it stops, then skips and starts back up again over the "problem" area. When playing in my timeline these stutters aren't visible.

 

I attempted another export thinking something caused a problem during rendering and found an issue where the first frame of my video was frozen in place, but then the effects I put on the clip were still happening. In my video I have a piece of land and a video overlaying showing the property boundary. (I used the technique where you layer the same video over and using a mask in the shape of the property boundary I highlight the land that my client is listing for sale) The overlay still happens but the clip itself is in freeze frame and the tracking I have on the mask doesn't track but the fade in effect does.

 

Because of these issues in Adobe Media Encoder I attempted to Export straight from premiere and bypass the software altogether and this is what solved my problem.

 

I don't know if this issue originated from Media Encoder or Premiere Pro but I do a lot of batch rendering in encoder and this issue could exponentially increase my time spent on rendering so I hope there's a fix out there somewhere.
