Keyboard shortcut not working!!

I'm guessing you have cleared out the settings and tried again? I tried that same combination on my system, and it works fine. But I would ask, why are you changing it from the default single modifier key to a double modifier key? Feels like that takes even more work (As one who is set clear IN to OUT as a single keystroke because I use it that often). 

You need to set your preset to custom or to what ever name you chose.
