Keyframes are Delayed?

I'm using keyframes to make a 'flash' effect, by manipulating the Whites of my clip using Lumetri color. The first flash works, but the subsequent ones are delayed by a fair amount, and don't actually happen where the keyframes are specifically placed.

 

Anyone know what this could be? Using Premiere Pro 2023.
