Light beam effect

I am looking for information or "how to's" on creating the "light beam" effect that the NFL uses to highlight a specific player on the field while the game is in action. The effect is like a "light beam" coming from the "sky" that surrounds the player, isolating him from all the other players, and follows the player as they are running, blocking, tackling, etc... so you can distinguish the exact person they are talking about. I am sorry I do not know the correct term for this effect, but I have searched online and cannot seem to find what I am looking for.  I am not sure if this is a television or NFL "special" effect they created using some other type of program or if I could achieve the same result in CC Premier Pro somehow. Any information will be greatly appreciated.

You may want to try the lighting effect which will allow you to apply and animate a spotlight over a person.
