Adobe Preiere Pro 'Low Level exception occurred in Importer MPEG 39

Starting with some specs 

On CC I cannot update PP as it tells me need Processor with Advanced Vector Extensions 2 (AVX2) support required.

The current version is 23.64 (Build 2)

NVIDIA Drivers 536.23

I know this issues has been hashed many times but I am at my  last straw to try and fix this if possible.

Yes I am doing a large PP project broken down in to not so long sequences. I have cleared bothe\ Audio and Media Preview files which in the past has worked, but this time PP goes in to 'Not Responding mode and can only close PP to get ou of it. It has crashed many times gone black screen to white blank and hangs there. I am no expert and have self taught myself over the time of having PP way back when it was only $19.95 a month LOL. Wouldn't it be good to have a hand appear on the screen and fix the problem. Anyway throwing it out there. Sorry that the attached image is so dark but thats what you get given

I have encountered the same issue. I have tried all of the solutions but have not resolved the problem. 

Rolled back version

Deleted render files

Created a new project and imported the old one

Deleted media cache

Reinstalled Premiere

Reinstalled Nvidia drivers

I discovered that after getting the software stable one day, the errors appeared again when I booted it up the next day.

I am in the middle of a large project and unable to proceed.

After reading all the suggestions over the years, I'm ready to delete all my imported files and start from scratch.

I would hope there is a better solution.

Well I have made no progress on the issues. The project I was working on
was a family holiday we did over two months in Scandinavia and Portugal. I
was lucky enough to be doing in two parts/ projects and had only the voice
over to do. So the only way around the problem was to import the sequences
into The Media Encoder ,render them they creat another project and import
the rendered project in as a sequence and then add the voice overs in . It
very clunky but what else can you do when no one can offer a solution. The
thing is once it is rendered there has been no more 'Low Level Exceptions '
crazy!!!
After I finish this project (hopefully) having my computer checked out for
starters
