Lowpass filter settings changing on their own

Adding some "lowpass" audio filter to some sounds I'm working on. And whatever I set the cutoff to, or even if I don't touch the parameters, the filter automatically drops the cutoff to the lowest possible setting.

What gives? How do I get it to leave the cutoff alone unless I actively change it? Any suggestions?

As no one has replied here, you might try the Audition forum ... the folks over there know a lot more about the sound particulars than many of us 'here'.
