So I'm a big fan of Adobe's incorporation of the Macbook trackpad into their software. Or should I say was. It seems that with every update it gets harder and more frustrating to use??
If you use a PC, you probably were never blessed by this insanely useful feature that use macbook users have grown so used to, but the trackpad navigation was deliciously good. It was smooth and slow and really helped navigate right where you needed to be, with almost a teeny bit of inertia maybe? I don't know but it was just sublime and I couldn't imagine not having it, until the most recent updates and now suddenly it's this:

I'm not seeing the problem, can you clarify?

Did the video not upload?
The video shows the trackpad scrolling feature moving entire tracks with the slightest movement. If I need to move across the timeline left to right, it's so jumpy that it's disorienting.
I've tried changing mouse speed in system settings but it actually has no effect, which suggests that the premiere trackpad scrolling feature uses one speed? And that speed is cranked to 11 for some reason.

You show trackpad zooming, looks fine. Then you say "way faster than normal." It looks normal to me. Then your "scroll in timeline." Looks like you are randomly two-three finger swiping up-down-left-right. Remember, I can't see your hand so I don't know what you're doing.
Then something about "microscopic" amounts of scrolling. And it scrolls left and right. Looks fine??
Like I said, I'm not seeing the problem, and I asked you to clarify what the issue was.
Have you tried adjusting the tracking/scrolling speed in settings?

Not seeing this issue on OS Sierra 10.12.6, scrolling with fingers on the top surface of a magic mouse.
What OS are you using?
MtD
