MacBook Pro M1 Max iPhone 4k footage glitchy - becoming impossible to edit

I have a fully-maxed out Macbook Pro M1 Max 16 inch with 58 out of 64gb ram dedicated to premiere pro and 1.5TB internal space left. I've even created low res proxies of all the media I'm currently editing.

Regular editing has become impossible because the video freezes after a few seconds in every time I press play in the monitor, but the audio keeps going. When I first got the computer 7 months ago, I don't remember it having any of these issues. I had no problems running in full 4k switching betwen angles.

When encoding it goes super fast, but at first it seems like it's having trouble loading the media, which doesn't make sense considering it's all flash. A few times it has shown media pending as well.

I've tried runniung in Rosetta, no difference. The proxies helped a little, but still it's almost just as bad. I don't know what to do. I'm only editing with 2 stacked video clips in the timeline. I didn't even film with Pro Res. It doesn't make any sense.

Can someone please help me figure out why this is happening and how to fix this?

Forgot to upload a video of what's happening: https://youtu.be/5chRukegVdc

I'm using a 16 inch Macbook Pro M1 Max 64gb mem with a 2TB Internal SSD, just upgraded to macOS Ventura 13.3 from Maverick. I updated it yesterday in hopes it would fix the problem I'm having with premiere.. but no. No help at all.

The Adobe Premiere Pro version is 23.2.0 (Build 69).

HEY EVERYONE, I SOLVED IT. I'm so friggen happy, I was literally THIS close to trashing my adobe CC script and using Final Cut or Davinci. I found the answer browsing the forum.. I just needed to delete/trash all preference files: https://helpx.adobe.com/in/premiere-pro/using/reset-preferences.html

This made my project run in God Mode. Full quality playback with mutliple 4K cam angles and tons of custom title sequences over them and not one glitch or freeze while playing back. It's working like the beast my computer is again, finally.

I hope this helps anyone who has siomilar problems to me.. I realized it seemed like it was having trouble loading the media files fast enough, but that didn't make sense because my computer is all solid state. I think it had to do with where the project files were in my old adobe premiere pro 14 folders, and maybe they were going through our cloud or something to load the media? I don't know, all I know is that resetting everything fixed it. Goodbye forever, hopefully.
