MAJOR ISSUE: Premiere pro and Media encoder crashing my computer -- Hard restart anytime I export

Oh boy, this has been a rough day!

Anytime I try to export on premiere or media encoder, my computer crashes! I can't get it to export at all and I really need to fix this asap!

 

Intel 19- 10th gen (has Coolermaster MasterLiquid cooler)

3080 Geforce RTX (Nvidia)

16 gb Ram (low, I know but this really shouldn't be the problem right? )

running win 10

 

Here are the steps I've taken so far:

-Updated all drivers

-Reset preferences by pressing ALT during launch and confirming for Premiere Pro

-Switched off GPU acceleration

-Cleared Media Cache

-reinstalled premiere pro and Media encoder

 

additionally, a few weeks ago, premiere was already having this problem when trying to export from there directly. Began exporting through media encoder after that and it worked at the time but now here I am. 

 

Anytime I export, it'll go a short ways and then my entire computer freezes and I have to do a hard restart. Ctrl Alt Del doesn't work.

*UPDATE*

Hello! Okay sorry everyone for not getting back to y'all in a minute.

heres what ive done.

I've basically rebuilt my computer 😭

I did as suggested (updating drivers, uninstalling, reinstalling, using older versions and doing a restore). The issue persisted and the logs didn't really show anything so I decided to mess around with the hardware. New ssd, new fans. I've kept the processor, graphics card, and motherboard. Also, with the new ssd, I've got my comp at factory settings, like brand spanking new. Imported new videos. 
I still cannot use the latest premiere pro without it crashing at export (no longer deadlocking but my computer restarts). I CAN use an older version, but it's also having issues where it'll freeze (not deadlock) near the end but only on a video that's over 15 minutes. Less no issue. And exporting directly out of the older version of premiere has a 50/50 shot of it exporting when over 15 min. 

Im wondering if it's Nividia, but I've installed the latest driver. 

Am i really the only one with this issue?

My sister uses photoshop, and she has the same deadlocking issue that I had prior. Although she's on a laptop and it's pretty full on it's harddrive so I've told her to get another harddrive to dump some of her stuff on.

Try a clean installation of the 517.40 Studio Driver (NOT the Game Driver).

I have the same problem, but it gets nearly to the end of the export, I've done everything and I'm totally stuck. Don't want to have to explain this to the client.

Try to render in prores or another format then re-render that file into your destination format.

if this is happening on the same project, try to delete the render files from sequence.

when updating drivers, try to get the Studio drivers.
