Making cuts arbitrarily small

It seems that the shortest you are able to make a cut in Premiere Pro is a few milliseconds since you're not allowed to drag a clip smaller and smaller after a certain point. However, what if I wanted to make the length of the clip even smaller, say 0.5 milliseconds or something like that? How would that be possible given Premiere Pro's limitation on how small you can make it?

Audio when not linked to video files, you can cut to milliseconds ... but clearly, you cannot cut a video frame to less than one frame on the sequence. That's what a frame-rate is ... the length of all individual frames.

 

So whatever is the length of time for each frame set by the sequence frame-rate is the shortest time you can 'cut' for video images.

    and even if you could create a sequence with 1000 frames per second (or whatever) there's no monitors out there that could display it at least not in the average consumers budget.   These kind of things don't exist in a vacuum.  And learning something about the evolution of film and video might give you some insight into these issues.
