Well, that is very frustrating. My guess is that your video source is very long in duration, and you have a variable frame rate happening. We don't know the specifics of your Mac, but if it is over five years old, that may also be a source of problems. 

The main problem is that the video you downloaded has some issues, mainly that it is a video file with a variable frame rate, and Premiere Pro does not do well with that kind of footage. You can download the freeware "Shutter Encoder" and transcode the movie file to a new file with frames that occur on a constant basis, like 29.97fps. Can you try that and report back? I hope it works.
