motion effect missing

I feel like this should be an easy answer.

I'm in Adobe Premiere Pro and im trying to make an image move over a video from top to bottom. 

To do this task you would go to Effects control panel and select position property under the Motion settings tab correct?

Issue is I don't have the motion setting option. Is that option removed and the tutorial is out of date and theres a new way to make objects move or am I missing something?

I don't see the ECP in your image. The Effects panel, yes ... but not the Effects Control panel.
