Motion Position Doesn't Reflect 4k Seq Size, Ratio only?

When creating a 4k Seq and using a 4k video the "Motion" effect for that element starts off at 1920x1080. Why is that?

 

Seq created by dragging a 3840x2160 ProRess clip recorded with a Shogun Flame.

1920x1080 represent the center of the frame.

Top left corner is 0x0

right bottom corner is 3840x2160

 

When dropping a 1920x1080 clip in a new matching sequence, Motion would read 960x540.

That's the center of the frame, it's where your anchor point it is by default. If you did the same thing with HD, they would start at 960x540
