Mouse wheel no longer scrubs the timeline in Premiere Pro

My mouse wheel no longer scrubs the timeline in Premiere Pro. It now moves the scroll slider horizontally. I have put the settings on all the different types of scrolling and the behavior doesn't change. it used to be easy to move one frame forward. I haven't found another setting to explain this. Every time I open PPCC it works for a split second then goes back to scroll instead of scrub. Any help would be appreciated.

Try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.

If that doesn't work, try creating a new project and import the old one into it.
