Muxing CC into H.264 or Mpeg problem

Hello!

All information online seems to be outdated regarding this topic. I have a station requesting that I mux my closed captioning into a mpeg or h.264 file. However, upon my research this is allegedly impossible. Are there any sollutions, or ways around this? I saw something about exporting with side car files, then putting them into some sort of compressor. I'm a windows user as well, so I don't have access to some Mac softwares.
