my pc resolution

When opening PremierePro I immediately get a pop-up that reads "Your screen resolution is below the minimum required 1024x768. Please increase your screen resolution or adjust the DPI scaling setting in your Display preference to a smaller size" .. I do this, restart my computer and still receive the same notification. My computer resolution is currently at 1366x768 as recommended by my computer. I'm really unsure what to do at this point and I just want to be able to use the software and not worry about this.

Also, would this be causing part or all of the slowness that my computer runs when using any adobe programs?

Do not count on Windows to be fully up to date when it comes to device drivers

Go to the vendor site to be sure you have an updated driver for your graphic adapter

•nVidia Driver Downloads http://www.nvidia.com/Download/index.aspx?lang=en-us

•ATI Driver Autodetect http://support.amd.com/en-us/download/auto-detect-tool

There are also intermittent reports that the newest driver is not always the best driver due to driver bugs or compatibility issues, so you MAY need to try an earlier driver version

Actually, Adobe Premiere Pro (as I stated many, many times) requires a minimum screen resolution of 1280x800 or higher - and then, both dimensions must be met or exceeded. In your case, 768 pixels of vertical resolution falls short of the 800-pixel minimum in vertical resolution that's required.

In addition, what is the rest of your hardware - CPU, graphics/video, RAM and disks? You see, laptops that have only a 1366x768 display tend to also cheap out on most of the other critical components.
