My playhead won't move in the timeline along with other interface problems.

I can move my playhead around and press play to have it appear and start moving, but it won't show up when I'm editing which makes it impossible to do really anything.

Along with that, my mouse won't change to represent whether it's hovering over a valid action (like the different symbol when hovering over the edge of a clip to change its length), toggle buttons like magnet don't change when clicked, and when I drag stuff in and out, a shadow of where it was stays. Like when I try to drag someting out to increase its duration, it might work, but instead of looking like the rest of the clip, the extended part remains looking like it does when it's being changed, like with a white outline. When I drag back in, the clip ends where I put it, but the pink/blue/green/or whatever color it is stays where it was.

I haven't changed ANYTHING about Premiere before this started. I updated to version 14.1 a very long time ago and have done many projects since without any problem. I was even working on this project without a problem when all of a sudden, this started happening. No simple fixes have worked, i.e. restarting, reinstalling, shutting down and rebooting my computer, etc.

Edit: So I found that the problem starts whenever I tab out of the application. It's fine when I launch it, but if I tab out to drag in a new file, it gets messed up. Resetting preferences didn't work.
