never turn on the premiere pro(memory error)

I changed my computer this time. The processor is AMD Ryzen 53600 6-Core Processor 3.60 GHz, and the graphics card is nvidia geForce GTX 1650 Super.
The RAM is 16gb, but the premiere pro is not turned on due to a memory error.
The project won't open, and we can't even bring it in. I didn't understand what the problem was, and I was angry because I couldn't work right now.
