New project, blank timeline

I'm attempting a new project but my time line is black, I tried to drag a video over and nothing happens.  All the videos I've watched are about already started projects, this is a from scratch new project and the timeline isn't working.  But when I play the video in the left screen, audio waves show where the time line should be.  Anyone know how to fix this?  Please.
