No motion blur as soon as I set keyframes

Hello,

 

I'm out of ideas. I've tried all I knew of. First of all, I'm not a total beginner with premiere. I know how key frames work. I use them all the time. 

I have a blocking weird issue. I need to use motion blur / camera blur ( translated from french) for my sped up parts of my sequences. 
Problem is, when I first activate the motion blur effect, image blurs out, everything is fine. But as soon as I want to set keyframes, the effect totaly disappear and neverworks again. Even though the distance is at max for the images, nothing. 
I tried updating premiere, updating my nvidia 2080TI, deleting the cache files. Nothing. It nevers works on any of my projects..   
I'm running the last version of premiere, last drivers. My CPU is an intel core i9, 64 gigs of RAM. SSD only.
I can mount 4k with no latency ( as long as I do not use neat video ) 
But my motion blur is bugging. Please help me, I can not finish my project which consists of many, many accelerations..

Dont know which effect you are actually using.

There is Camera Blur or Transform effect with build in motion blur?

Start with Reset preferences - Premiere Help 

 

If you are using effects on timeremapping the nest the clip first then apply the effect.

Thanks for your answer. I have the french version, so effects name differ. It's camera blur with angle and distance options.

The English camera blur does not have angle and distance. Directional blur does.

Might want to consider setting it to English version.

Most tutorials are in English.

I want to add that I tried with a pllugin called RMS, which is supposed to automate motion blur. Same result. When I first put the plugin, it blurs out.. etc..
