I placed 2 keyframe on the opacity "rubber band" at 0.0 and at 0.06.If I pull the "Rubberbacd" down the image on the monitor fades, as expected, but...the entire clip runs at 100%, even though Opacity is 0% at 0.0 and 100% at 0.06, and the rubber band, and effects panel, reflects those keyframe settings.I don't understand why it's no behaving as expected.

although we do not have enough details but try to nest your clip and then apply opacity,

or reset premiere pro preferences, looks like something is messed up with...
