Opening Premiere disables all system audio

Hello, I can't seem to find the answer to this problem and I'm really new at Premiere so I'm not sure how to navigate the program enough to word this question properly or figure it out myself.

What's happening is whenever Premiere is open, no sound from other applications (even the master volume mixer) is coming through my default audio device (bluetooth Powerbeats3, I have tried other, wired headphones with the same results).

All that comes through headphones with Premiere open is a strange popping/static sound.

The only way I have found to restore audio back is by closing Premiere entirely.

This is a problem when following tutorials on how to do something in Premiere because I have no audio. It is also a problem when I am primarily editing clips with no sound. It would be nice to be able to listen to Spotify while editing in After Effects and cutting in Premiere. It's really a huge time-waster having to close Premiere every time I switch back to editing in After Effects just to listen to music while working.

Any suggestions would be greatly appreciated!!!!

Software Info:

Premiere Pro 2019 Version: 13.1

Windows 10 Version: 1809

Device:

Powerbeats3 (bluetooth)

Make sure Default Input in the Audio Hardware in the Preferences is set to No Input.

First, what are your Preferences set to for Audio Hardware in Premiere?

Second,  the OS sound option to allow apps to take total control is probably "on" for Premiere. Which is a normal working setup. Given at times that Premiere is going to be stretching your computer's capabilities to max, having resources spent on sound or browsers is not often recommended.

Audio hardware settings? I haven't changed anything.

And to your second point, I'm really not doing any hard-core video editing. Just cutting very short, silent clips together in Premiere because it's more forgiving than cutting in After Effects. Taking a look at Task Manager, PP is using about 1/10th of the memory resources that AE is, and AE doesn't disable my audio. 

It's not a big deal to have no music while working, I just find it frustrating that I can't even hear adjustments to the master volume from the taskbar.

I am not sure how to turn "off" total control audio control permissions per app however. All I can find online about Windows settings is "Microphone permissions"

Any ideas?

In Windows, in the Taskbar lower right, there's a speaker icon. Right-click on it then select Sounds.

In the various options of the playback tab (I think) is one to allow applications complete control of the audio hardware.
