I am looking to use the pan and zoom effect in premier looking for it and can't find it. Any help would be a appreciated.

As shooternz points out, it is a fixed effect but it is not called Pan and Zoom.
It is called Motion and it provides the ability to scale (zoom) and pan (using the position parameters) and all of that is adjustable over time using the stopwatches to set keyframes.

Premiere Pro doesn't have a preset for that. Premiere Elements does. Which are you using?

I am using premier, I would prefer not to have to use elements too. Any help would be appreciated. Thank you

There is no direct equivalent of Element's Pan and Zoom in Premiere Pro. It looks like a useful tool. If you want to do those kinds of moves in Premiere Pro, you'll need to set them up manually using Scale and Position keyframes.
This is doable, but will be a little time consuming. You don't say if you have After Effects, but this is much easier to do there.

If you have a lot of still photos to work with, then
there is a great preset for After Effects that will do all the heavy lifting for you - it costs US$4.99 and is called Prolost Burns:
