Pasting onto selected track not working

Hi all, I've been using Premiere Pro for many years and used to never have a problem with pasting clips onto a selected track (V1, V2, V3, etc). Now it's not working. Even if I have both "source patching" and track targeting set to V2, for example, the track will always only ever paste to V1. Any advice?
