Photo editing frame by frame

I have to remove some disturbing elements in a short part of a non static video, made with an fpv drone. I realized it can only be done with frame by frame photo editing. But I can't figure out how to export the image sequence piece to edit in Photoshop.

I have done unsuccesfully various searches on the web. Does exist a tutorial?
