Playback glitches/artifacts on exported video

I'm putting together a video for work. Im a bit of a beginner.

I keep getting these playback glitches or artifacts that happen during playback of my exported videos.

They're not "in" the video itself, as in if I scrub back to where it happened and play it again it typically doesn't happen again. It seems to happen about once or twice every few minutes.

https://streamable.com/eug7xz Here's a clip of it happening, sorry for filming a screen.

I'm using premiere pro, it's up to date. GPU drivers up to date as well. Tried restarting and exporting again same issue happens.

Any ideas as to what could be the cause?

Another glitch/artifact happens at the same time. But it only happens in the VLC player, I tried the windows player and that specific glitch doesn't happen.

Config: H264. VBR enabled. (export)

System specs, Ryzen 3800x, RTX 3060, 16GB 3200Mhz

Premiere Pro 24.1.0, Export H264 (Using default "1080p HD template")

Footage: HEVC (with VFR), Filmed on my phone

I thought VFR might be the issue as people online seem to say it's typically problematic but the artifacts/glitches also happen on scenes where there isn't any footage and it's just images/diagram

images of the same time showing glitched at first, then normal when playing it back

Make sure you are using the latest available Studio driver from Nvidia.

If not do a clean install.

Hello, It sounds like you're encountering several issues with your video playback and export in Adobe Premiere Pro, particularly when working with footage shot in HEVC (H.265) with Variable Frame Rate (VFR). Here are some steps and recommendations that may help resolve or mitigate these problems:

1. Transcoding Footage

  • Issue: HEVC with VFR can be problematic in Premiere Pro.
  • Solution: Transcode your HEVC footage to a more editing-friendly codec like ProRes or DNxHR.
    • Use software like Shutter Encoder to convert your footage to ProRes.
    • Replace the original clips in your Premiere Pro project with the transcoded ProRes files.

2. Addressing VFR (Variable Frame Rate)

  • Issue: VFR can cause sync and playback issues in Premiere Pro.
  • Solution: Convert VFR footage to Constant Frame Rate (CFR) during transcoding.
    • In Shutter Encoder, select the option to convert VFR to CFR during the transcoding process.
    • This should help stabilize playback and editing in Premiere Pro.

3. Hardware Acceleration Settings

  • Issue: Glitches might be related to GPU acceleration or hardware settings.
  • Solution: Check and adjust hardware acceleration settings in Premiere Pro.
    • Go to File > Project Settings > General and ensure GPU acceleration is correctly enabled and configured.

4. Export Settings in Premiere Pro

  • Issue: Export settings may contribute to playback glitches.
  • Solution: Double-check your export settings.
    • Ensure that your export settings (H.264 VBR) match your project settings.
    • Experiment with different export presets to see if any yield better results.
  •

5. Player Compatibility

  • Issue: Glitches seen only in VLC player.
  • Solution: Test playback in different media players.
    • Use a reliable media player like MPC-HC to verify if the glitches persist, or you can buy the HEVC Video Extensions
