Playback preview too fast and sound is broken

Premiere Pro Version: 24.2.1 on PC.

My playback preview view is the either too fast or too slow. I adjust it with J/L commande but cannot reset it to the normal speed. Also no matter what speed the preview is the sound is really off. It stutters and lags and sounds off pitch (more so than the strange playback speed should do). 

When I export videos the exported clip is fine. This issue stays across all my projects including old ones that used to be fine, and new ones I create. I've tried resetting all setting/cache etc and re-installed the program. The speed/duration settings on my clips is the usual 100%. 

This all started when I tried the warp stabilizer on a clip although, I'm unsure that is the cause(?)

In the attached clip the sound isn't very clear thanks to my hand held camera in the office but she sounds very robotic and low res. I'm slowly browshing through playback speeds with shift+J/L. When I time the speed no speed matches normal seconds. 

I'd be happy to have a discussion and answer any follow up questions. I'm struggling to do my work with the current state of my Premiere.
