Playback resolution remains the same despite changing it in dropdown

This an issue I consistently have.. In the program monitor, even when I change the playback resolution in the dropdown it remains the same - high res.

It means the playback is choppy and difficult to monitor what's going on with sequences.

FYI my sequence is all 4K prores footage, and is rendering fine. But my machine can only really cope with 1/4 or 1/8 playback - if only it would work when i select it! It is the same when using Metal, OpenCL, and software. And I'm using version 13.1.4.

I tried replicating the issue with a star chart png image, I could not. Try it with this: http://www.bealecorner.org/red/test-patterns/star-chart-bars-full-600dpi.png

There is a setting under the wrench in the Program Monitor: High Quality Playback > uncheck.

Might want to consider using proxies if your machine cannot handle 4K.
