Playhead stuck in timeline, but not in program monitor?

So, I am editing some tutorial footage for software company. Original source footage was screen recorded on a Mac, successfully rendered two videos, but then by the third one it seems the timeline was running into issues. My fade-ins were choppy during playback, and playback in general was choppy. So I re-recorded the footage on my PC using OBS outputting in mp4. Created a new project. Import new footage. Now, when I'm scrubbing through the fresh footage, the playhead is frozen in the timeline, but scrubs the playhead and footage in program monitor. When I scrub with the playhead in the program monitor, it scrubs the playhead in the timeline as well. What is going on? Any pointers? Could it possibly be the new update?

Runnning a brand new PC build:

32gb RAM

i7-8700k Processor

Footage located on internal hard drive

EVGA GeForce GTX-960 Video Card

Update: I closed the timeline window and re-opened it. Works. Not sure what the problem was but if someone can possibly provide some clarity for other users that'd be great.

Quick and easy solution that I have found is to adjust your screen resolution to a lower resolution. My screen resolution was at 1920 x 1080 and I changed that down to 1280 x 720. It worked for me but I do not know if it will work for others with this problem. Hope I helped 🙂

This worked for me.. I have no idea why this is a thing. I've lost countless hours trying to fix this. Resetting cache, preferences, running video through handbrake, resetting workspace and nothing worked. Thank you kind sir.

Try resetting the preferences:

Resetted the preferences. Nothing happened. Tried previous versions. Nothing. Loaded other projects, they loaded fine and the timeline works. There's something about these screen recording videos that's causing Premiere to misbehave. Also, when I open the project, the timeline and the workspaces panel are invisible, until I click on File or other header tabs. Then it appears.
