Please help - 1080 video exporting in letterbox instead of 16:9

The last two Adobe Premiere projects I've done, ive went to export for Youtube the way I normally do (Export> Media>H264>YouTube 1080HD>Video Tab> VBR, 2 pass (changes preset to Custom, always has), then export....and video ends up with black bars bottom, top, and sides. It never used to do this, it would export full screen. I checked the Sequence settings and they are set to 1920x1080 as well.

I even tried uninstalling Premiere Pro and reinstalling,  thinking I may have accidentally messed up a setting or something.  It is still doing it. I am beyond frustrated,  so I am hoping someone can help me.

    Thank you for your willingness to help, but I figured out it was an issue with OBS, it started recording with the bars around for some reason (I got it fixed now). I also saw a tutorial video where in Pro you can crop the bars out when going to export, to solve the problem with the already recorded footage. Thank you so much again!

    Post a screenshot of your export settings.
