I know they have something to so the Zooming but how did they bet these -/+ valuses and how do I use them
Those numbers show if/when the video is out of sync with the video, they have nothing to do with zooming.
It seems that you have moved either the audio or video portion of the clips by either pressing the Alt-key to temporary unlink video/audio or that you by mistake have clicked the Linked Selection button in the timeline. If you do the latter all clips are unlinked, always. Dangerous...

Of course it's showing video and audio are out of sync. Nothing to do with Zoom.
They get out of sync like @Averdahl mentioned.
You can right-click those Out of Sync markers and will get some options to bring them back in sync.

Hi Mike,
In addition to what Averdahl and MyerPj mentioned, you may also configure the preference for Display out of sync indicators for unlinked clips under Premiere Pro > Preferences > Timeline. Here is a link to learn more about Premiere Pro preferences.
