PNG color Overlay Same as Fill in after effect

Is there any way that i can change the color of black png icon same as we do in PS with color overlay & AE with fill effect, for premiere what we can do?

I've always found it weird that Premiere offers no Fill effect. For monotone images you can use Tint effect as an alternative and map both the black and white color to the desired one.
