Preferences Revert to default Whenever I Re-open Premiere Pro

After I change the preference settings, when I close the Premiere program and reopen it, the Preference settings are back to the ones I had before I changed them. So I have to change the preferences everytime I open it.

I tried to delete all the files related to Premiere Pro and re-installed but it still happens.
I'm facing this problem when I use both version 23.0 and 24.0.

Sometimes the "Cleaner Tool" that Peru Bob suggested is the best fix, but sometimes, you need to change either the permissions for the program (Premiere in this case) or on specific folders.

 

Because Premiere is not being allowed to write to or perhaps read back from the files on disc.

 

I had an issue a couple years ago with Microsoft's OneDrive ... it had taken all User Folders, put a redirect on anything sent there to it's own folder system. To "help me" I'm sure, though I didn't ask for it.

 

And no Adobe app could write to those folders! So they couldn't sync, I couldn't use my presets, including keyboard shorts, and it took me three flippin' days to get that dang OneDrive off my computer in toto, so I could get back to work.
