Premier Pro Media Problem ( Dynamic Link Problem)

I am having this problem with premier lately where right when I go onto my project all my media is taking about 5 minutes to load with at one little section of media per 5 minutes, then i have to wait then scroll more down to load the rest.. (Which is surprising because I would expect more from a build like the one I have made..)  I am using an external hardrive which all the footage is on with plenty of room.. I am also having a problem with my Dynamic Link Clips, I get stuck at pending and have to close.

Ryzen 9 3900x 12 core processor

GeForce GTX 1070 Gigabyte
