Premier Pro- Video Drop Out

Hi, I've looked through several discussions on this and did not ever see a resolution. When exporting I'm getting what we old guys would call "Drop out" on the video. I typically export H.264, but have tried pro-res as well.

Has anyone figured out a solution to this?

Shot in 1920 x 1080, 59.97. Because our station broadcasts in SD, Its exported at 720 x 480.

No effects or filters

Thanks guys.

You have to go into Project Settings to change the renderer,

or Queue in Media Encoder and change it at the bottom
