Premier Pro- Video Drop Out

Hi, I've looked through several discussions on this and did not ever see a resolution. When exporting I'm getting what we old guys would call "Drop out" on the video. I typically export H.264, but have tried pro-res as well.

Has anyone figured out a solution to this?

Also make sure that the Sequence is set to 720x480, converting 486 to 480 can soften the video as well.
