Premier using alot of VRAM and crashes if it doesn't have enough by "unable to create Image Buffer"

Hello There ,
Regarding Premier pro Crash -
From sometime when I edit on timeline I'm facing error sometimes like - "Unable to create Image Buffer " and sometimes" Frame substitution error " and the clips goes black thereafter.
Previously it was working fine ..
I've tried several things to solve the issue like
- Upgrading Ram to 24 GB/ Changing Ram (8+8)
- Tried different projects/ Different Project Files
- Tried Various versions installing from 19 to 24
- Tried Installing windows multiple times, shifting to win 10
- Tried Upgrading all drivers
- Tried Working on Internal HDD / External Samsung T7 SSD
- Tried clearing Media cache
- Tried Allowing custom VRam space upto 150+ GBs
And a lot of things which I found ...
One major thing I've noticed that , Whenever I load the data , it creates a lot of VRam memory over 100+ GBs , And maybe stuck when that memory freezes or doesn't increase more .
