premiere 22.6.2 (build 2) - issues moving items in bin and in effects window

Hi all

has anyoine else got an issue where i cant drag an item in the bin (EG moving a sequence from my edits bin into my old edit bin - also i cant drag to re order the order of effects in my effects control panel - eg move transform effect above set matt effect?

Tried restarting and still like this
