Premiere and Encoder stuck at 100

This is the most insane thing that Adobe Suite can ever produce. It dates back to 2013!!!

I have the licenced version of Premiere and Media Encoder and I am having this issue. I tried everything:

a)change NVidia drivers to Studio

b)delete all Media Cache

c)change sequence

d)change project

e)change Nvidia graph settings

h)downgrading the project

Nothing works. You are the absolute worst in terms of service and product.
