Premiere/Media Encoder not using full CPU

Hi, I have an issue with Premiere/Media Encoder not using full CPU when rendering or creating proxies.
CPU usage wont reach past 40%.

W10
i7-6700k
1080TI

Nop, 20%. Showed in screenshot as well.

I did try to switch it to software to test if cpu goes full and it did but hardware is faster.

So idk at this point if this supposed to be like that or something wrong.

I did try to switch it to software to test if cpu goes full and it did but hardware is faster.

 It's recommended to clean media cache each time you change that settings,  or after any app update. Close Premiere Pro and AME, and manually clean media cache (goto  %USERPROFILE%\AppData\Roaming\Adobe\Common  and delete folders Media Cache, Media Cache Files, PTX, Peak Files)

The 1080Ti might be bottlenecking the CPU.

The GTX 1080 Ti is more than powerful enough. Perhaps 3rd party plugins are being used?

I dont have this issue with older versionsm.
If I download verrsion of 2020 from half a year ago it works fine, cpu full.
