Premiere not responding I can't do anything

I am new(ish) to Premiere and have consistenyl been dealing with playback lag and Premiere generally not responding. I use a Lenovo Slim Pro 7 which should be able to handle Premiere. My most recent project is so glitchy I can't do anything. Videos wont move into the timeline, videos already in the timeline wont play at all. I can't render anything because I can't even get a video in a place to render it. I've empited the media cache, I've restarted premiere, I've lowered the playback resolution, and nothing is working. I've tried so many troubleshooting methods with no luck. I just don't know what to do anymore. Does anyone have some advice in how to get Premiere to work?

What are the complete computer specs, including hard drives (how many, what kind, what is on each, what capacity, and how full)?

If NVIDIA graphics, make sure to use the latest Studio Driver from NVIDIA (NOT the Game Driver).

What are your media properties?

Have you tried proxies?

Try Preferences > Audio Hardware and set Input to None.
