Premiere Pro 2018 Render Error 99 (Import Error)

Hi so I've seen this error discussed on other forums, but they are from past versions or have workaround solutions that do not work for everyone or really solve the problem. I'm working with 4K footage in Premiere ProCC 2018 and have been having various render errors.

The first is GPU render error, which I solved by changing to the software only option in Project Settings (which still sucks because it takes forever to render anything).

However, for other sequences I also encounter the render error "import error", aka error 99. The only solution I have found is to change computers (I'm working on the Windows 10 computers at my school, so there are not always different computers available to keep hoping a different computer will work), and this solution only works occasionally. For example, I may change a computer and it still will not render and will return this error. Another time I changed computers and it would render one of the problem sequences but not any of the other ones and they would still return error 99.

I have searched so many different forums and youtube videos, but none of their solutions work every time. Is this a software bug or is there some real solution to deal entirely with the problem?
