Premiere Pro 2023 Playback Lag and Slow Export

My video playback is laggy without dropping to 1/2 playback resolution, even with very basic edits (adding text with a fade in and out opacity effect).  Anything more than that, and it's just horrible.  I can't see the effect in action because it lags so badly.

I've been on chat support with Adobe, and they tried lots of things.  I updated my Nvidia Studio Driver, then dropped it to a lower version.  Neither worked.  Settings were changed, Premiere Pro was re-installed with the Creative Cloud Repair Tool, and nothing has made a significant change.  This issue feels like it happened within the past few months.

If any other information would help, please let me know.  I'm a relative noob at Premiere Pro troubleshooting and operation.
