Premiere Pro cannot install or run - Creative Cloud.exe - System Error

I just purchased a subscription to start teaching myself Premiere Pro but the app refuses to run.

 

I downloaded the installer, and ran it. At first, everything seemed normal; the installer downloaded and installed some files. I tried to run Premiere Pro, but instead saw only a modal error dialog with title "Creative Cloud.exe - System Error":

 

The code execution cannot proceed because MSVCP140.dll was not found. Reinstalling the program may fix this problem.

 

The same message then repeats but with VCRUNTIME140.dll. Not the flying start I was hoping for from a premium product, but I assumed it would be an easy fix.

 

A bit of web searching led me to a suggestion elsewhere on this forum to update my MS Visual C++ runtime to the latest version. The version linked there was old, but I found the latest version online.

 

However, the same error persists. Since these seemed like obvious steps, I have also tried:

  • re-downloading Premiere Pro and reinstalling it
  • launching Creative Cloud (gives same error messages and will not launch)
  • restarting my PC

 

None of these steps seemed to make any difference. In fact I now can't even run the Premiere Pro installer, which worked before; this leads me to believe that the Premiere Pro installer managed to break something when I ran it the first time.

 

I was expecting a fun/challenging learning curve as I get to grips with video editing in Premiere Pro. As an IT professional, I don't want to spend my free time diagnosing and fixing installation issues for software that I'm paying to use.

 

I'm working on Windows 10 Pro 1909. If there's other information I can provide to help get this diagnosed, I'll be happy to provide it. Look forward to resolving this issue so I can get started.

You need to install the Microsoft Visual C++ 2015 Redistributable Update 3 RC from the link supplied in the marked as answer reply to this thread, the 32bit version download and install of the data link library will be the most likely one that you will need, even if you are using a 64bit system, however, if the app that needs the file to run was developed for a 64bit OS only then you will need the 64bit version. You can install both versions on a 64bit system as a 64bit system will run both 32bit and 64bit apps and/or programs.

I have tried reinstalling VC++ 2015 runtime already, but this link contains additional steps to try, which I will certainly attempt as soon as I am able. Unfortunately I am working right now, but I hope to work through these steps later today when I get some free time. I will report back with success or failure in case it helps someone else in the future.

In my case, the following steps resolved my issue:

  1. uninstall all Adobe apps
  2. restart PC
  3. Control Panel > Programs and Features
  4. right-click on Microsoft Visual C++ 2015-2019 Redistributable > Change
  5. click Repair
  6. restart
  7. install Creative Cloud app
  8. install Premiere Pro via Creative Cloud

 

I can't say for sure if the restarts were required, but this is what worked for me. Given how slick/expensive Adobe products are, I'm still surprised that they aren't a bit better at detecting issues like these and offering practical steps to resolve them.

Yes, my machine meets or exceeds the requirements. Thank you for the link.

 

Could you explain how not meeting the minimum requirements could possibly cause this error message to appear? As stated above I'm on Windows 10 version 1909, and I'm not clear how failing to meet the hardware requirements would result in seeing this message.

We need more specifics about your hardware (CPU, RAM, disks, GPU/graphics card/integrated graphics, etc.)

I know that this is the Community Forums, so I appreciate that you are an unpaid volunteer. On the other hand, I'm not sure that telling me that there "something obviously wrong with my machine" really helps me much.

 

I will do as you suggest and contact Customer Care. I am surprised that Adobe hasn't managed to build some basic checks for required software (like any required Microsoft runtime libraries) into their installer.

I did contact Customer Care. The rep was friendly and helpful and offered a list of directories I could try deleting. However, before I tried that, I succeeded by repairing the Visual C++ 2015-2019 runtime using the steps I mentioned in my other reply to this thread.

Thanks. Given that the Creative Cloud app won't launch either, the issue probably isn't specific to Premiere Pro though, which is why I posted in Getting Started.
