Premiere Pro causing black screen restarts or just closing the program every time (0-20min editing)

In the 2 months I have owned this PC that I built, I have never finished editing a video. I'll do my best to explain the problems I'm having, what I have tried for troubleshooting and will keep an eye on this post for follow ups.

Gaming is great. I have played for hours and no problems. Chrome/Youtube also no problems. Stress testing either the video card or cpu is totally fine and never any crashes.

Editing video in Premiere Pro is a nightmare.

I realize PP is buggy but still its not this bad. It either blackscreen resets the pc (most often) or closes pp with no explanation why. I have tried various things. I have run memtests on my ram to completion with no errors, I have monitored the temps while editing and the highest temp ever reached was 62c on the cpu. The files for editing were all moved onto the nvme. I have also tried editing off of my external drive. I have monitored the event viewer during these restarts and the only thing I notice is some DistributedCOM warnings. All drivers are up to date, and the bios is the newest version. When viewing problem reports, if PP just closes with no restart than I find a problem with Fault Module Name: mc_bc_dec_avc.dll

I recently built this computer in July and it was doing this but not as quickly. After trouble shooting some other errors, I went ahead and just started fresh and reinstalled windows 10. Some other small things that I was trying to fix got solved but pp continued to keep getting a little worse on how long it would work for. Last week while I was trying everything I could think of to fix it, editing now lasts anywhere from seconds to a max of 20min. Yesterday, I tried reinstalling windows again and clearing everything and reinstalling drivers and reinstalling creative cloud and premiere pro and everything fresh. Still either black screen restarts or just closes out of the program (slightly more often than before).

My computer build consists of AMD 3700x, 5700xt 8gb gpu, Crucial Ballistix 32gb 3200mhz ram, adata sx8200 1tb m.2, Corsair RM850x power and x570 taichi.
