Premiere Pro CC 2018 - Cannot uniformly scale mask while holding SHIFT

I just updated to Adobe Premiere Pro CC 2018 (v12), and all of the sudden I cannot hold shift and drag outside the perimeter of a mask I made to scale it uniformly. If you hold shift and hover the mouse outside the mask, the cursor changes as it normally would to the scale shape, but it does not respond to dragging-in our out, which it would normally make it uniformly smaller or bigger.

Obviously there is still the mask expansion attribute, but I'd rather not use it for other reasons. Is there some sort of option I could enable to re-allow for uniform scaling of masks while holding the shift key?

I attached a video of me trying to scale out a red solid mask I made. I cursor changes when I hold down SHIFT, but it doesn't react to dragging.

I have a workaround for now, the problem appears when you are using the selection tool, if you use the type tool it will work again.

As of Aug 2018, it works to hold shift, then move the mouse until you see the double sided arrow.  Not all places on the mask will show the double sided arrow, you have to move around til you find it.  Then you can uniformly size the mask.

In May of 2018, you can Ctrl Alt Shift then move the mouse around until you see a double sided arrow for your cursor.  (Generally in the upper right corner of the mask, then you can drag and it will size proportionally.

This doesn't work for me.  :-( Ctrl+Alt+Shift causes new shapes for sure, but doesn't allow me to easily grow the rectangle's sides in parallel.  All I want to do is make the mask a bigger rectangle, to form a panel (for putting bullet point text on) out of the mask.  That seems like a pretty common use case.

Using the Type Tool is also the workaround for selecting multiple vertices.

I am having the same issue. It was working in the new version (2018) until 5 minutes ago. Then, suddenly, it stopped working.

What effect is the Mask on?

I just created a Solid Composite mask on a segment of video that was black. I've tried it with a ton of different effects, just in case that had something to do with it, no luck there.

No luck on ctrl or alt. Alt reveals the bezier handles of the mask and ctrl doesn't seem to do anything Good idea though
