Premiere Pro CC 2018 won't recognize Media Encoder CC 2018

Both versions are up to date. When I try to open a project in Premiere that I had been editing in a previous version I get an error that Media Encoder is not installed. Both programs are the current version and I've done every possible combination of restart/uninstall known to man. I just finished removing all Adobe CC apps and reinstalling. I'm losing my mind here. Can anyone help?

The failure to install Media Encoder does not diminish Premiere's ability to open files or projects.

If you consider that the problem is Media Encoder, then open the project with the Media Encoder and import all the sequences to see what error it gives, and put it in a screenshot here.

My opinion is that the project must have some kind of link with Media Encoder to give you that error, I presume that some file of the project can not open it.

Click to open and immediately press Shft + Ctrl + Alt and hold until you start completely. If you are on a Mac it is Shft + Alt + Cmd. Then try to open your project.

Deinstall again.

This time Use the Adobe Creative Cloud Cleaner Tool to solve installation problems

Re-install.

Make sure you run as administrator.

Clearing Preferences and Plugin cache is done with just holding down alt+shift, then opening Premiere until welcome screen.

How did you uninstall ? from CC App ?

Try uninstalling the whole Creative Cloud App from the control panel if you are on windows

or run the traditional Mac uninstall, and remove all the preferences. Remove everything Adobe from there.

Run the Adobe Cleaner tool

Install everything from the start, beginning with CC App

I cleared everything Adobe completely from the machine and reinstalled from zero, no change. Thanks though!

Both are Version 12.1.1.2 (Build 69)

Thanks; I assume that is actually 12.1.2, but in any event, they match.

And I realize that I did not read carefully. This is a project from a previous version. I have never seen that message, so I wonder what is different.

In any event, create a new project in the current version. Import the old project. Does that help?

If not, try importing only part of the project.

I don't think the reinstall will help, but I already wrote this before I realized that, so here it is:

In your reinstall efforts, is this one of the scenarios?

Uninstall the 2018 (12.x) versions of PR and AME. Restart. Run the adobe cleaner for at least those items. Restart. Run the cleaner again. Restart. Install PR 2018; which should install AME too.
