Premiere Pro CC 2019 Field order issues with Uncompressed 10bit

I need to capture considerable amounts of older footage from an NTSC SD archive and when I capture through a Blackmagic Ultra Studio Express it marks the file as Upper Field First (UFF), which is wrong.  NTSC SD should be LFF. When I use the same device/tape/computer and capture as ProRes422 HQ it marks the file as Lower Field First (LFF) correctly.  When I use Blackmagic's Media Express software to capture as 10 bit uncompressed it captures as Lower Field First correctly. Why is Premiere capturing 10bit as Upper Field First for NTSC SD?

    Side note, capturing SD DV footage to 10-bit uncompressed is a bit overkill if you ask me. It's like taking a glass of water and pouring it into a bath tub. The bathtub takes up a lot more space, but you still only have a glass worth of water! ProRes 422 or even 422 LT (not even HQ) is probably more than adequate to capture SD footage and you'll save yourself quite a bit of headache with drive space!

    It should be noted the OP has not specified if the source material is NTSC DV 720x480 which is always lower field first, or NTSC SD 720x486 which is usually but not always lower field first.

    The material is NTSC SD 720x486.

    Under normal editorial circumstances, I would agree that Uncompressed 10 bit capture is overkill, but this is for archival purposes, so have the highest quality with a non-proprietary codec is important for preserving the information in a long term capacity.

    No idea, but can you use Modify > Interpret Footage to bulk modify the files to the field dominance you want?
