I have a clip that is 54 sec long in QuickTime. In the Project and Media browser it is 40 sec.

I have deleted the Media Cache and Media Cache Files and renamed the folder that the footage is coming from.

I played the video through quicktime and screen captured with OBS studio, lost some qiality but that's the best I could do.

Your MediaInfo show that the frame rate was 45.549 fps.  That is not standard and indicates to me that it was variable frame rate.  If you had gone to the tree view as Ann asked you to do it would have expressly said that that clip was variable frame rate and Adobe Premiere Pro does not handle variable frame rates.  If you had used a tool like Handbrake, you could have converted it to constant frame rate and probably had much better quality

I recorded a video in the same way and was able to edit and add to the timeline successfully.
